No, it's not possible. There is a sufficient differences between table structures of these two versions. Some mechanisms (like warnings, likes & etc) were completely rewritten, some tables were extended with new data, some tables were removed. If you'll put a 3.3.x database to 3.1.4 script the only thing you'll get will be a database errors :)

You can hire a specialist who will manually downgrade your database to previous version, but it'll cost you a lot cause there is no official documents or guides for this process, so the whole work will relay on reverse engineering grounds and with no guaranty. Official IPS support refuses to downgrade forums, cause it doesn't correspond with their policy.

If you have a backups, just upgraded your forum few days ago and really want to fall back to 3.1.4 - the best decision will be to restore previous database and files from backup.

Also, you should note the fact that 3.1.4 has reached it's End Of Life and is not supported anymore, so sooner or later you'll be forced to upgrade cause of undisclosed vulnerabilities anyway...

reason hy i decide to downgrade that is in my own language dosn't exsist language packet, and new version have problem to it...

i thought to delete those tables which rewrite IPB new version

for example: upgrade_history//

when i delet it and install ipb 3.1.4 forum run..but only ACP .. and gaves me error code:

admin/sources/classes/output/publicOutput.php(1521) : eval()'d code on line 94

and

admin/sources/classes/output/publicOutput.php on line 1526

publicOutput.php was everything right , it was clearly for me problem was in mysql, but i coudn't understan wich table was thos error...
