i want IPB 2.3 skin install on ipb 3.1.4, but theme not have permission to install high version of ipb except ipb 2.x version how possible install those skin IPB 3.1.4 :)

The template from 2 versions won't work for 3 versions. Most likely you should adapt a template of 2 versions for 3

I saw somewhere turtorial and I can not find now, to rebult skin such that works..:)

The "adaptation" of 2.x skin for 3.x means the creation of new skin from scratch, using the look and graphics from old one, but not it's code. IP.Board 3.x skins are completely different from previous ones, they can't be "converted", "rebuilt" or something else in automatic or "by tutorial" way.
