Не включается функция для модераторов "спамер"

Подскажите, почему не включается функция для модераторов "Пометить пользователя как спамера"?

Настройки в "Настройки систем жалоб и предупреждений" все включены, но пометить спамера можно только Супермодератору или админу.

  3. Adjust your preference.
