как отредактировать ( удалить, изменить) фотографию пользователя у него в профиле?

Удалить можно просто, отмодерировать из профиля (опции – редактирование пользователя).

А заменить вроде можно только, если физически на сервере поменять картинку с id юзера.

Можно ли в админке установить что бы нельзя было ставить фото, оставить только лишь разрешение на установку аватары?

(Версия IPB: 2.2.2)

Можно, в настройках групп вроде.
