качается пустой архив

скачиваю архив а в папке ipb_images-ru_gray.xml.gz нет ни одной картинки а в папке ipb_skin-runet_gray-col.xml.gz только один файл ipb_skin-runet_gray-col.xml

Так и должно быть?

Вам нужно только распоковать Zip архив, остальные файлы не надо.
