Поис юзал но нечего не нашел :(

Не знаю, как в 3.0, а в 3.1 находится здесь:

 

Система > Настройки и инструменты > Системные настройки > Пользователи > Профили пользователей

 

Там есть окошки "Максимальный размер загружаемого файла аватара" (В килобайтах) и "Максимальные размеры аватара(ширина, высота)
