Как обычно верстают рамочки с графикой и на дивах.

Почитать учебники по html, затем, вооружившись новоприобретенными знаниями, нарисовать нужные картинки, добавить их в графику скина, дописать новые классы в css.... и "обернуть" кодом рамочки все, что есть в

Global Templates > userInfoPane

 

Рекомендую вначале потренироваться просто на html страничке
